The third edition includes coverage of the Government's ongoing programme of constitutional reform, including modernisation and reform of the House of Commons and reform of the House of Lords in light of the government's response to the Wakeham Commission.;Recent statutory developments relevant to the subject are fully dealt with including detailed consideration of the extension of police powers under the Criminal Justice and Police Act 2001 and new powers to deal with terrorists under the Anti-terrorism and Security Act 2001. This updated edition also includes analysis of emerging case law under the Human Rights Act and recent decisions of the European Court of Human Rights. The Metric Martyrs case which introduces the doctrine of implied repeal and then develops the concept of constitutional legislation is also considered in depth. Alex Carroll, MPhil, LLB, Cert. Ed. is currently a Senior Lecturer in Law at Manchester Metropolitan University and has also taught at the University of Manchester, Keele University, and the University of Hong Kong.
