CHAPTER XIII THE SUPPRESSED VOICE OF THE PEOPLE PUBLIC opinion in this country has been one of the most powerful factors in the development of national progress at home and the advancement of British Imperial interests. It is, however, only within the last few years that the people in this country have fully realised the importance of watch-ing events that take place outside domains which are indisputably under the rule of the Queen. This awakening is due in a great measure to the efforts of the press, which has, notwithstanding its home-party politics, roused the supine but intelligent public to a sense of responsibility. In this, I refer to affairs connected with the position of Great Britain as an Empire, and her prestige and power outside these isles and her colonial possessions. None the less, and at all times, the actions of the Administrative have been, in a measure at least, swayed by the voice and wishes of the people of this country. This fact has been sufficiently illustrated at various periods during the last twenty years in connection with the Ottoman Empire.
