Mr. Bereuter. Given the rather remarkable moves that Mongo lia has made with very small resources, moves toward democracy and economic reform, it is a bit surprising that we would close a mission there.

I will close with a final question at this stage, and that is to mention that 3 or 4 years ago it was determined that the Japanese budget agency and our omb had one point in common when they considered the possibility of each year considering the coordination of our foreign assistance efforts.
