In the story, the President of the United States has been assassinated. Players assume the role of man who is left with amnesia, after a near-fatal impact of a bullet. What's more, the number "XIII" has been mysteriously tattooed on the man's chest, and his pocket holds the key to a New York City bank box. Struggling to move, the man gets up only to encounter more assailants intent on finishing the job. With the killing skills of a professional, the man handles the hit men with ease.
